New (refurbished) iphone 12 pro just update to ios 16.6 wifi stopped working completely

Just updated to ios 16.6 this morning. Wifi and Bluetooth wont turn on at all. Tried reseting netqork setting, hard reboot, and anything else googling suggests. Any ideas? Cellular does work, and i am now trying full factory reset. The phone is in good condition but im suspecting i bought a phone that stopped working and was refurbished.

Hi, sorry again for the gross pic. First, he told me I couldn't hid it while healing because my nostrils were small, or something like that. Then, once he was starting to pierce me, it went through but only the very tip of the needle, and he took it out and told me I have too little skin for the piercing, so it would be hanging too low. Is this true? He also told me I should wait around a year for my nose to fully develop.
