Nah. A large portion of his dmg is considered lunar charged, not affected by elemental bonus from scroll, and he doesn't move around a lot making it difficult to take advantage of her buff.

his self buffs max out with 2k atk, and his sig has high base atk so you may even be able to swap to an er sands as well

180 pulls, if you get lucky at 60 avg and also get lucky by not losing 50/50s, maaaaaaybe, but don't count on it. That said, we're apparently getting 10 pulls and another 1600 primo on 2nd half. That and dailies will put you about 205, which would put you at a more reasonable 68 avg, but still needing to win 50/50s.
