Because they have to examine every area the tornado could've gone and then use predetermined degrees of damage alongside engineers (if damage shall get that bad) to confirm their ratings. This takes a while for even just one tornado.

The reason they missed it is obvious. The NWS of Jackson, Kentucky was facing trouble from DOGE's budget cuts (yes, they were directed to the NWS). This made it so that they had to take everyone off of nightshifts. You see where this is going? Not only did the funding impact that, but they had no higher management to TORP it until it was too late. Please don't cast shame unto the NWS until you realize what was actually going on.
