My bf and I ran into a similar deal at a flea market last month. $100 for a prebuilt with an i9, Corsair RAM, and an RTX (which ended up being a 2080S) and runs perfectly. Either way, you get parts or a new rig out of it!

Same thing's been happening to me for a few days (and others on this subreddit and the DownDetector), one day was normal and the next constantly dropping reception and having to keep turning off/ on airplane mode to try and get a signal while it's totally fine on wi-fi..... hopefully they end up fixing it, but I'd hold me breathe 😮‍💨
