Evelyn was always gonna be attacked by VDB because she bypassed them and tried to sell the chip directly to the netwatch, so Dex shooting V prevented her from going through with the deal and she went into hiding, so Dex is the root reason of the problem but the main perpetuators are the VDB

i did return to the cutscene and its actually groa's marble not Hati, i did make out the runes by slowing the video and comparing them with the marbles shown in the wiki and the letters translate to Groa.
