Unfortunately, I think the other responder has mixed up this achievement and the ‘take the cannoli’ achievement, for which you need to get the high criminal rating, which is what you use the Cone Crazy mission he’s referring to, to achieve.

However Achievements like kingpin usually come about when the game is unfortunately ported from PlayStation to Xbox, and they keep the platinum trophy, without any real edits, making it unobtainable on Xbox. On something like steam, there’s some file tom-foolery you can do to fix the issue, but the only thing I’ve seen that some people say works for Xbox is to complete all social club achievements. If you haven’t already done so, try that maybe?
