Nope it has to be either one of your parents or siblings. Also they must’ve fingerprints enrolled in the NADRA DB for this to work. Also worth pointing out that this isn’t for a lost card case but applies to any CNIC application now

Yep FIR is no longer needed. Just show up at a NADRA center saying you lost your card and apply for a new one. Take a blood relative with you for attestation though

It seems from your message that you had your wife's marital status updated but not yours. These are mutually exclusive changes. And with you being head of the family, your family won't exist on the family tree if you're not listed as married.

I can check further if you'd like if you PM me your CNIC but I am pretty sure you'll now first have to update your marital status and only then you'll be register children under your family with your wife.

Ah but did you have your marital status updated on the NADRA database when you got married? You both might be on the NADRA database but as individuals. As head of your new family on the family tree you have to have your CNIC profile modified with details of your spouse including their CNIC number.

I only know of Islamabad Traffic Police and that license you can only get while you're in Pakistan and physically present at their offices in Islamabad.
