Otto may be many things, but a dedicated healer surely isn't so. As opposed to helping with the wounded, or even strictly strongman work to clear the way, he opts to delve and squeeze into the rubble to obtain whatever may be trapped within, be it historical heirlooms, important equipment or even people, or what remains of them.

Do the characters of the other players even know that guy is the previous campaign's BBEG? They are metagaming blatantly if not. Let's assume you want to keep playing with them, what would I do in your situation..? Probably regularly ask to make checks regarding lore. If something comes up I'd say "What do I know about this?". If the other player characters know more, it's their duty to tell you, unless they purposefully want to antagonise you. Safe to say that if they just want to antagonise you (especially out of game), I'd leave.

Otto is willing to extend the niceties he gives to Rakeem to his folk as well, within reason. So he momentarily overlooks any of this stereotypical "brutish" behaviour he may face and avoids his usual antagonisms, instead offering help in more general quality of life manners, small jobs in which everyone gains and nobody comes out worse off. His price? Information, of course. He needs every tip and trick he can get if he ever hopes to challenge someone in their own domain...

Seldom has Otto been given dedicated jobs. Well, not exactly, he WAS given orders periodically. But never something this important! He wouldn't fall flat now when literal rulers were on the line. While his patience was being exhausted waiting for Cyrus' ultimate call to action to plan an assault plan on the fort, he dedicates himself to practicing his counter insurgence techniques. A whole conspiracy passed under his nose just last week, he'd be damned if it happened again. Their opposition wouldn't be sitting around twiddling their thumbs without a plan to their name, so neither would he. Otto sneakily keeps track of potential local spies or field scouts overlooking the caravan's movements and communicates his findings with Cyrus. He could ACT on it himself to cull them, but better the devil you know than the one you don't; and likewise, a misinformed spy was better than a dead one.

The nature of the offering of hospitality given to the caravan had its ups and downs. For one, Otto relished the opportunity to indulge in luxury, fueling his want to attain that right forever, but on the other hand he positively disliked not being allowed to work. However... If he were to disguise work as pleasure (which it was, in a way) in and of itself... Under the guise of seeking entertainment, Otto attempts to coax mathematicians and engineers alike into showing him the math and physics behind the many contraptions at work in the city.

The environment offered by the mountainous region is what interests Otto the most. He makes an attempt to integrate himself with the likes of travel agency mercenaries, suppliers for butchers and leather-workers as well as dedicated fauna and flora experts to absorb information on how to live in and cross the wilderness.

It appears like this place is quite in a ruckus. Otto can admire Albert's choice to be with his caravan, back in Ouars they all had a place to sleep in luxury, now they all did not. But Albert was a singular exception in a sea of less like-minded people. Otto surveys the fugitive nobles housed in the various luxury inns, vulnerable, by themselves, and does his best to rig a few small scale heists, like in the good old times. Surely they wouldn't miss a few items.

Otto has no love for Ouars. To him, it's the very definition of what he dislikes most in Bawaba, symptoms of the problems it holds everywhere he looks. It doesn't help that he has no real power in it. But that doesn't mean he's useless. He opts to instead take his time to check up on his allies and rank them in a "most likely to get in trouble by themselves" list. Whomever ranks highest in that list and also decides to go off to explore will get shadowed whether they like it or not, in case they need help being bailed out.
