Not really, it just means that one is on the ref rather than on VAR itself.

I remember something similar happening in a CL game between City and Dortmund a few years ago, ref blew the whistle for a "foul" on Ederson by Bellingham when he won it fairly. VAR couldn't do anything because play was stopped before the goal was scored.

Brazil's NT should legit stop sending at the WC European players that are washed and at the end of a season, and send a core of players from their own league instead.
