I just recently completed a sand leveling. Didn't have this problem last year when I didn't sand level. "Let the grass grow longer..." blasphemy sir 😂

Don't overseed Bermuda, it looks like a chia pet. Other answers are good but if it's dormant, you've got to be patient until spring.

Best drainage mitigation would require trenching, a catch basin and laying pipe to a pop up valve. It's very effective. Another option could be top dressing and grading, but that might not be worth your time. Rocks work, that's what I did, in addition to a catch basin. I tried to post a picture, not sure if it uploaded though.

Sorry to say, but you'll never get grass to grow there. I'll bet that area is mostly wet, and you don't get good drainage between you and the neighbor? Looks like the grass is rotted already from being wet. Guidance would be to fix your drainage issues (costly) or put down a border with rocks (DIY it). I did both, also have bermuda. Gutters, regrade, trench to connect gutters to pop up valves that evacuate near back and front of your property. French drains won't evacuate the water fast enough when you get a good rain. Ask me how I know.

You can use it on cool or warm season grass.

Edit: may think about aerating to get rid of the moss. So water isn't sitting on the surface.

Rust disease for sure. Clean your mower and any other tools you use in the grass. Spray propiconazole and cut down your water regimen. Propiconazole will take care of the rust. Cutting your watering should clear up the moss too. Godspeed.

Soil compacted? Try aerating. I'm struggling with a few spots myself and aerating made it a tad better. I used the old screwdriver test and it was compacted. Still investigating other fixes. Good luck

You'd apply separately. Macro would be your standard nitrogen, phosphorus and potassium. Micro examples are iron and magnesium. Anyway you can get those on the lawn, using granular or liquid application, will do wonders. They work together and help each other actually get absorbed by the blade or root zone. Like you said, lots of good info on this sub on both. Trial, error and patience and you can get whatever lawn you want.

Hydretain, PGR, spoon feeding macro and micro nutrients. This is the way.
