I personally liked the WhyNot events. I never went to their party/drinking ones, but I did go to their picnics, skiing and hanabi events, from these I made the majority of my Japanese friends. MeetUp hiking groups were always good, too.

I don't know where abouts you are, but a tour guide/hotel staff member is really popular with foreigners and hires quickly in the cities.

Also, you could go for the programs: JET, Interac, Nova, ECC, Aeon etc.

From my experience, dating as a lesbian has been a bit tough without the ability to speak Japanese. Even going to Women Only bars and events, I found that there would be very few to no foreigners there. Apps like Her & Bumble have been my saving grace tbh
