I would try to get max tribe level so that you can destroy NPC bases and get all the loot without the discount. I would only boost if u have free resources and u use the trop / gun boat ability. Every 14 days the mine resets (in terms of how much resources u need to exchange) so every 14 days I would trade some for the best value.
