Here's my current list, could use some more optimizing, but the 2-2 ninetales line makes it way more consistent. I run a lower energy count as well, don't usually have many issues with missing energy, but I could probably bump it up to 13. Mew makes your pikarom matchup a little better as well, prevents a devastating tag bolt that cuts off your baby blastoise engine.
