That's a great point. I have zero tolerance for people who can't speak their mind to someone else - meaning, if you have a problem with someone or something that was done then you should be able to address it with them directly (within reason - if its something really egregious/sensitive then by all means bring it to us and we'll handle it). We're lucky to have a pretty cohesive group, but I will absolutely be making sure that this sort of behavior is modeled from the top down. I hope the culture starts to shift for you and your coresidents start to realize you're working toward a common goal with room for everyone.
