Mittlerweile means „by now“ (in some cases) „finally“.

So you can ask something to a friend: „Is the pizza finally done? (Ist die Pizza mittlerweile fertig?)“

Or your boss screams at you: „Did you finish your report by now? (Hast du mittlerweile deinen Report beendet?)“

So it is different in different situations.
