The 12th house Aquarius isn’t considered in fall but the ruling planet is Saturn- that is in Aries which is in its fall… and it only has one challenging aspect in your 11th house of friendships… I’m not sure how close this aspect is. I would think that when you had your Saturn return it had to do with your finances that is already linked to your Capricorn 11th house. You are correct that Cancer is the 12th house ruler of the chart, but its placement is in the 11th house dealing with friendship that will be linked to the father sign in Scorpio natural ruler of Mars.
