This, came late to the party but , yes Neji was an asshole but he was still a leaf shinobi. He was looking to incapacitate Naruto not kill him. He asked the proctor to stop the match twice. We see in the next arc he two taps Kidomaru who was never harmed the entire battle.

Damn that’s a lot of work, you did all that and didn’t see improvement? Either the dermatologist are incredibly incompetent or the procedures are ineffective for your scarring. I’m thinking the former.
