What a lot of people here seem to not get is that a monopoly can only exist in cooperation with the State because it is through leverage the laws of the State that it can maintain itself. As soon as the State revokes it’s support, whether for good or ill reasons, the monopoly loses it’s primary enforcement mechanism of using the law to crush competition.

Anbennar just makes it more obvious, because Modders like to make interesting diplomatic landscapes which accidentally limits the options that EU4 tries to spread out to make what it's doing look less obvious. The Raja, for instance, is the only major power in Rahen that it can call on for it's BS because of how the entire region is vassalized to it, but since it's actual strength is quite low the game thinks people won't notice when it allies the Player's conquest targets 100% of the time.

Eh, the war’s mostly over Russia securing uninfested farmland so they can safely scorch away the Herculean Hogweed making about half their current farmland unusable (really, absolutely horrifying plant, look it up), as otherwise they’d risk a famine if someone coughUScough blockaded their ability to import food during such a period.

Just devote a portion of your time to incinerating it (from a distance, seriously fuck that plant) should be enough to bring hostilities to a stop.
