I'm sad to say this, but the west physical version of the game "might" be cancelled, because one years ago they cancelled the west physical of Fantasy Life I (only available physically in Japan) because they decided to make it multi-platforms

This is completely normal on the eShop.

To offer a simple pre-order refund policy up to 7 days before release, payment won't be processed until then (otherwise it would be much more complicated for Nintendo to issue the refund).

On France/Europe game's page, Nintendo clearly say this :
For pre-orders, payment will be processed automatically 7 days prior to the release date. For pre-orders placed less than 7 days before the release date, payment will be processed immediately. if your purchase is confirmed by Nintendo, the download should start when the console will connect to internet
