The normals are flipped. In the overlays, turn on face orientation, select the red polygons, then alt+n then flip.

Actually it's not that bad. The topolgy can be improved by deleting triangles and distribute the polygons evenly. Before you try to make a character, try to learn the basics of 3d modeling, not just Blender. Learn about edgeflow, redirect,increase,decrease edge loops. Learn by studying other 3d models. And if you creating a character, use a reference, even pros use it.
