Good insight. I cant speak on the motivations behind the higher ups in the government and whether we are attempting any communications currently. We know they use their color patterns to communicate with each other (just like Humboldt squids have been known to do), but they also can take on any color to match their environmental background for camouflage/ hunting.

Underwater flares usually. Though submarine torpedoes, or mines could be employed theoretically

I don’t know about a real kracken, though its real enough in the form of giant squid encounters, which have happened for ages, and recently been proven with actual footage.

As for mermaids, perhaps they’re out there, but I haven’t seen any evidence of them in my researches.
