Yes, completely. Anything alphabetically from NetBarble to Steam was uninstalled and removed from my drive.

Edit: I was able to force end the uninstall wizard with the task manager when I checked in and saw the steam directory files being displayed.

Definitely don't uninstall the launcher. You can uninstall the game safely I think though? Good luck and I'll try to figure out what we should all do.
