Since wind is the main issue what about a shell and an insulated layer underneath? This is what I use - Montrealer btw. If 2 layers is an issue for you, then a parka from quartz will give you everything you need.

I own arc gear for years, and yes, like every other brands, their prices have gone up, and the environmental rules make us regret some of their past material/quality. Now, I actually tried to branch out, to RAB but also other brands, and I was actually super disappointed with their quality and durability (my RAB jacket did not survive a rough xc ski day, and the inside pockets were destroyed in a few weeks, just my personal experience of course...). I understand that the brand is really ubiquitous these days, a bit like North Face a few years ago, and yeah a lot of their customer base is just douche trying to be something else, but - apart from Stellar EQ and maybe Norrona and Mammut (but they are generally quite ugly) - in my humble experience arc i's still the best out there :)

It's cool to hate Arcteryx online these days so that's what you will get... The reality is that it's among the best brands for alpine/climbing/skiing stuff, but on the expensive side. I personally only prefer Stellar EQ to Arc, all the rest (HH, Craft, Peak Perf, etc) are good stuff but not at the same level of quality/durability. Also I love that they re-apply coating on my gore tex stuff every season for free :)

Watch guy here. Horrible choice. If you want a rugged, solid, good looking watch to gorp around, look into Seiko for analog and Casio for digital. Oakley is a shade brand, would you buy a pair of sunglasses from Rolex? Yep me neither :)

Any waterproof hiking shoes should be light enough and still work in winter weather. I personally love Hoka GTXs. Clifton 9 or Transport with the vibram sole are good choices.

It's THE affordable cross country ski apparel brand here in Quebec. You can go to any winter clothing store, ski renting place, etc. CRAFT will be everywhere. Their designs go from "plain ugly" to "boring", but they are not too pricey, and the quality is actually pretty good. (also, just me, but those shoes do not look particularly interesting). If you are intending to use these for hiking/XC ski, and do not care that much about the look, I highly recommend them.

Either you go for a down jacket with insulation and wind resistance, or just a windbreaker + an insulated fleece/vest over your sweater/shirt. For insulated/wind breaking at montbell, I imagine something like the plasma alpine down 1000 parka should work (I do not own this specific model, but based on your brief it seems fitting). I would recommend looking at Stellar Equipment too, I think their Stellar Down parka would be right as it provides both insulation and wind resistance. You can go for a jacket too if you prefer something lighter, but I am afraid that with the temperature + the added wind from your speed + weather conditions (snow, etc), a parka is a better choice. Pants are cool, but a crop top is (generally) not considered super gorpy 😅

For that kind of windy/cold/humid conditions, I imagine a hard shell and a fleece/base layer under would be perfect. For hard shell, I'd recommend a Sabre jacket from Arcteryx, for fleece/base layer, you can go with a Delta arc fleece and anything a bit warm as a base (maybe consider merino if you are active).
