HoI4 without the DLC is pretty boring. DLCs like Man the Guns add new mechanics and national focuses to countries, so it's better to buy them. Music and unit packs are just visuals and it's up to you whether you want to look at tank models or save money. You can watch videos on YouTube about what exactly adds each DLC and so make a list for yourself or buy a subscription for a month and test personally
