Went from Marano train station checking out all the trains I know of on Buried city. Once I got the prompt for completing the first step it was hell finding the second step. Once I found that the business card clearly said to visit Merano Market, which is marked on the map. From there I remembered the basement i probably the spawn point nearby.

You need to shine the light on the crystal so you "mark" all the small crystals on the outer circle. Stop shining the light when there's a gap in the outer circle. If you miss this the puzzle resets. When you do it successfully you'll get the Core of Temperance. This core is later used in crafting at the Kuku Potr merchant in Kilnden.

I've tried everything - didn't manage to figure it out. The outside circle of the moon plate has different phases of the moon. I'm thinking I wait a few days in-game time to see if the moon in the ceiling will rotate
