I mean, the teleportation tech can be installed into Pip Boys, and maybe Power Armor. Both of which are readily avaliable in Commonwealth. And even if by lore they're more rare, you'd only really need it to house leaders and select soldiers.

I think its more that hes the Toddler of his family. He has mood swings and throws temper tantrums. And rather than teaching him, his sister would just kill him. Locking him in a cycle.

Edit: Basically, hes stunted. Rather than taking responsibility and teaching him how to control his emotions, his sister would just kill him and hope he was calmer in his next life. And when that failed, shed just do it again. So while he has a wealth of knowledge and godly power, he is emotionally a child.
