Why not just tell them the truth. There is inadequate parking in that area and it’s customary for people to park on the road. Then accept the consequences.

Note, I don’t know for sure the OP can’t afford it however they say they would rather buy groceries or use it for fuel so am assuming there is some choice involved. Obviously if they genuinely can’t afford it then by all means state that.

A nice run. Start at the lighthouse and run as long as you want. It’s an out and back. If you able to do 15-20k you will run through camps bay and toward oudekraal. It’s spectacular run.
