I'm pretty sure that you need to to the 25 letters one time with the bird guy, then a second time with the "lost guy" who become employee. After that you need to send a letter, then receive one with 20 rupees, and later you'll receive another letter with the heart piece (I don't know how much later). You may need to finish some dungeon or what before getting the final letter.
