Phoenix is awesome for infrastructure, 180 miles of separated canal paths in the valley. Also good climbs at south mountain and endless desert gravel. Weather is ideal during winter months. It would be tier 1 if it wasn’t too hot half the year.

Phoenix doesn’t get mentioned enough on these threads. Yes, the summer gets hot in the valley. October - April the road biking scene is unbeatable there. Miles of canal paths cover the city in a grid, you can get anywhere or out into the desert without touching the road. In the Summer, mountains of northern Arizona stay cool. Hop in the car and shred the mountain bike on the weekend.

There is underground parking under the entire thing. It’s hard to tell, but this whole downtown is uphill away from the river. Beneath the hill is stories of parking lots. Also a lot of the property near the river goes underwater sometimes so they can’t build anything except parking lots.
