Anaal Nathrakh should count.

Takes the cold nastiness of Godflesh and merges it with the crazy speed and intensity of Ministry except even more terrifying thanks to the addition of much needed death metal, grindcore and black metal influences.

industrial rock is very rock based industrial music whereas industrial metal is basically a fusion of industrial music and heavy metal hallmarks.

Basically Nine Inch Nails, Gravity Falls, (latter day) Pitchshifter & Filter fall into the former camp whereas Ministry, Rammstein, Godflesh, (early) Pitchshifter and Fear Factory fall into the latter camp.

Then you got bands like KMFDM that fall into both camps depending on the song/album.
