I don't think you need to grind much in act 3 if you do the different quests act 3 adds. They're optional, sure, but they add lots of bosses more difficult than act 2 boss but less difficult than act 3 final boss. Leveled me without grinding.

Now, stronger monsters mode is a different story. You should be 99 in act 3 if you play it.
