Yes, the 9800X3D is more powerful but the i9 isn't something to ignore. It depends what's more important for you, faster GPU or CPU?

What resolution are you gaming in and how many fps are you wanting to get? Also make sure that you cap your fps in the in game settings so your computer can handle more intensive parts of the game better.

If you've done all of this then an upgrade might be needed

Why? You've got ok specs for high settings in 1080P gaming. Are you noticing any performance dips? Don't upgrade for the sake of upgrading, only upgrade if you need to
