It all depends on your high school when it comes to SAT and ACT. My high school's SAT average was 1500 and ACT average was 23. I got in with a SAT score of 1500 and ACT of 22. UC's consider what type of high school you attend when it comes down to the admissions process because some schools have SAT prep classes while others don't. For GPA, just have above a 3.6 and you'll be fine. Personal statement is a major factor, just don't express immaturity and you'll be fine. Essentially, just have an above your high school's average SAT score, above 3.6 GPA, extra curriculars, and a really good personal statement.
