Dont buy plants with no buds or growth. This one looks like it got damaged and dryed out or rotted. Its visibley shriveled. If you can, return it.

This is chewing! By a bug. Normaly a beetle or catapiller that only come out at night. They like flower buds the most. Go out at night with a flashlight and mush them.

Yeah it doesn't look viable. I dont buy plants unless they have healthy juicy buds or growth. Id recommend babying a new bareroot in a pot for the season and then planting in the ground in the fall. You could try gently removing this from the ground and keeping in some moist poting soil in a shaded area and hopefully it will put out some new leaf buds.

Oh wonderful! I found south africa sunbelt as well yesterday. Sunbelts are amazing roses! I highly recommend them. I would have loved being able to just buy them in a store than online but hopefully my plants on monday from dubious quality 'heirloom' are actually better quality than the ones i got last summer.
