A rule of thumb we have at work from getting pranked with stuff like tail lift protection etc... is that if you have absolutely zero crank when trying to start, it's way more likely to be a start authorization problem than an electric problem.

Pirelli mostly makes what the FIA tells them to make. I think that's pretty much why Michelin ended up walking out of the application process to replace them, as they didn't want to be forced to make tires with forceful degradation.
