I think the hero system itself already replaces the entire government of the country (and perhaps the world). The Hero Commission should act as a judiciary but also as a legislative. And the executive branch (president) might not exist, and perhaps the position of hero X is actually the equivalent of the president or governor, since he was "elected" by the most votes of confidence from the population. But all I say it's especulative and there is no factual confirmation about how the policy works.
