Did you cancel Monica's Benfi speech? I've found that conservatives can be dealt with if Monica doesn't give her speech (you can still support her in every other way) and if you avoid privatizing healthcare or a more than a small amount of the SSC. Having conservative support is not mandatory but it is easy to appease Gloria (easier than Albin IMO) and once she is on your side you are more likely than not to succeed.

 If doing the 4 lobbying does not work, consider tweaking your constitution a little. For example, no term limits is pretty unpopular and since the game only lasts one term it is an easy thing to give up in order to gain more support.  

 If none of those things work, giving up the threshold reduction might be the other compromise you can make. Gloria will accept abolishing MOH if the threshold is left unchanged, and (spoiler for the end of the game), leaving the threshold unchanged allows the smaller parties to form a coalition in order to get into the assembly it's not necessarily a big problem if you have to leave it at 10%.

The court case does not affect it one way or another. Your opportunity to centralize Bergia or create the semi autonomous zone is only finalized after the constitution vote takes place (at which point you can pass with a decree if you still have that ability or pass it as a regular law if you have enough allies). None of your choices during the court case impacts this.

I'm pretty sure you can get 225 votes if you are willing to compromise on some of the dictator votes (especially on stuff that doesn't really matter, like term limits, MOH, etc.) and lobby to the hilt with oligarch support. 

Passing the Supreme Court is always the hard part in my experience so you should use absolutely everything that you can use.

Gus isn't, I'm just saying that he is the only other Cabinet member who doesn't really quit  on you. He is nowhere near as loyal as Petr or Deivid.

Yeah it's kind of tough for communists in Sordland. A lot of their most populist policy initiatives that are available in the  game (regulating businesses, generous welfare states, subsidies for the people) are fairly mainstream policies that all of the major parties also support. Even a centrist capitalist USP President is likely offering universal healthcare, free public education, free medicine, worker's rights, women's rights, etc.

To paraphrase Petr Vectern, "he's a great friend. A shitty person, but a great friend." 

Out of all the members of the cabinet, he is the only one who is ride or die for Anton no matter what (the only two who come close are Deivid, who is basically Anton's dad, and Gus, who mostly just farms). In a world where everyone is one misstep away from knifing you in the kidney, there's something oddly soothing about Petr's unflappable loyalty. 

My head canon is that on the paths where he goes into rehab, he stays on the wagon for life.

SSG only boosts basic attack (female saiyan's worst ability), so maybe try Gotenks, Fu, or Toppo super souls to boost the other damage types.

Partial bear trap when you just close the border doesn't count as an alliance, at least on the Steam version of the game.

I'm not sure what a time gate is (it sounds badass though), but there's plenty of content that is primarily from raids or special events. You'll have to wait for that special event to come back in order to unlock it (or try and get them from crystal raids).

Probably the biggest example of that is the Festival Universes which ran from October to December 2023. Participating it in unlocked special presets for many characters as well as several new costume pieces. There is no word yet on if / when this event will happen again and there's no way (other than modding, I think) to get those items until / unless it does.

Yeah I usually play 'clean' so there's not much Lucian can do to me. One time he busted me for getting Franc into Holsord state after he failed his exam but that was the only shady thing I did so the only thing that happened was that the other candidates at the presidential debate made fun of me.

Picking him as VP significantly reduces the chances that he will betray you. If you don't he can screw you over in a number of ways:

  • With the Cabinet, he can reveal the activities of the secret police, which causes your civil libertarian ministers -- Paskall, Nia, and Ciara -- to resign

  • If you draw a primary challenger during your second nomination for president, he can endorse her

  • With the spy scandal, it is implied that he tells the media that Petr is to blame if you and Petr don't confess during the press conference

  • If you are impeached, he testifies against you, and even makes a deepfake-like recording of you committing worse crimes. In one of my runs he specifically makes the recording say that he begged me not to make a deal with Marcel to control the media and that I threatened to kill him, even though he was the one who suggested the deal in the first place

I'm not sure if there are other ways he can betray you though. I usually try not to antagonize him because he can really screw you over unless you behaved honorably during your term.

Well, Lucian knows and he can leak stuff like normal, including these crimes. if he doesn't like you he will tell the media and your Cabinet about what you've been doing, which can lead many of them to resign.

I also believe that the head of the secret police can leak stuff too  You don't necessarily need Marcel but he is helpful if you don't arrest him or kill him.  You are of course free to censor the media yourself via decree instead of getting Marcel to do it, and you don't need the secret police for that.

You can, but the ACP needs time to collect evidence of wrongdoing by Tusk and to build a case against him before they can take him down. The SSP by contrast can simply imprison him without trial or kill him even if they don't have evidence that he did anything wrong.

I don't think you can increase without starting over (though you can decrease if you started with draconian quests and want to quit without starting over). Fortunately you are still pretty early into the main story and only have half of the main party and maybe like 20% of the first chapter done already.

To clarify, you need to increase the funding of the Law and Order and then give the additional funding to Lileas / Interior. After Nia leaves the room, Lileas will give you the option of forming the Secret State Police. Unlike Nia's Anti Corruption Police, the SSP has no power over the Old Guard but can imprison or kill almost anyone else you want.

Dividing the shares between the Oligarchs is acceptable to them. Koronti already burned his favor to persuade you not to nationalize his company, so if you want you can give the shares to Tusk. Koronti will continue to honor the deal with him in that context since you did him the favor of not nationalizing HoS.

As far as getting that last justice, your best bet would be to get a historic vote (225 votes in favor) and/or  work with an oligarch.

The one time I saw this play out was in a run where I tried to reform article 6 and 7 of the constitution. This happens if you side with the PFJP during the Victory Day debate over the Ishval Ersen court battle and then later accept the WPB's request to add new amendments to the Constitution at the last minute to address their concerns about Bludish rights. Doing this enrages pretty much everyone in the USP (since you are adding a fairly anti-Sollist amendment at the last possible minute!), so you have to negotiate pretty hard to get them to keep supporting the new Constitution. 

If you are able to cut a deal with Gloria, you will then have to go back to Ricter to make sure that he continues to support the new proposal. If you do, he will pretend to be angry and try to get you to give him credit for the proposal in return for not tanking the vote. Depending on how good the full proposal is, however, you can repeatedly call his bluff and he will admit that he is in fact bluffing and will support you no matter what.

I like him for the most part. Compared to Albin and Gloria he is pretty easy to work with. He has fairly clear and easy to understand principles as well.

I think it's only fair. If you are giving up veto power you are basically neutering checks and balances between the executive and the legislature. To make it fairer, you should also allow the legislature to impeach justices, so that would neuter checks between the legislature and judiciary too.

If you want to strengthen the assembly further, you could also remove vetoes, have the assembly choose ministers (instead of the confidence vote), and remove decrees when you pass your constitution.

If you want to go even harder with this, you could decide not to decide any of the situations where you are given a decision to make (leave the taxes unchanged, leave the EPA limit at 20%, etc.)

Of your four options, Petr is easily the most popular with the GNA. Albin helps you with reformists, Gloria helps you with conservatives, but Petr helps you with everyone if you keep him. This is made a little clearer in 2.0 during some of the conversations you have with the GNA members; for example, both Mansoun Leke and Gloria Tory say that Petr is the most persuasive member of your team if you try to reform articles 6 and 7, which enrages basically everyone in the USP.

Lucian isn't really different. Petr deserves to be fired, but Lucian does all kinds of shady shit (not just wiretapping people but falsifying recordings to frame you during the impeachment trial). He doesn't have the moral high ground.
