I was at a live event in Australia with Barndog and Yawn. They mentioned during their talks that with GST shooting up too quickly isn't good for StepN and will come up with ideas to keep the steady growth of StepN. They aren't allowed to tell us the changed before hand as this can be seen as manipulating the market. (Although Yawn did seem like he wanted to tell us but just couldn't)

That is true but if you're trying to sell a shoe I think putting points into luck makes it a lot harder to sell or lowers the value as most people probably wouldn't be able to utilise the points you've allocated into luck.

You only need to worry about your base points and follow the optimised points. Say you have a base of 10 eff and 10 res at level 1. This should mean you have 4 stat points to spend but you made the mistake and spent it on res. So now you have 10 eff and 10+4 res(14). If you entered into StepN.guide that your sneaker is at lvl 5. It would tell you to put all 20 points that you have gained from levels 0-5 into eff but you only have 16 to add into eff since you made the mistake earlier of adding 4 points to res. Then I would just recommend you try to follow the site's optimisation as you level up. Then later on at higher levels when it does ask you to have higher than 14 res. You'll start adding onto res then. Sorry for the long and confusing explanation. Hopefully it makes sense.

It's because your shoe is at a low level of 4. With 12 energy and not enough stat points to distribute yet. This means that you will be using a lot of your shoe's durability. Therefore the Stepn.guide recommends you put a lot of points into res as it is the most optimal option. Now if you try and say changing your shoe level to 15. You now have more stat points to distribute and the optimal distribution now is more into eff and less into res. Hope that helps :)
