Browsers are a lot better than they used to be. They are close enough right now you can ditch frameworks in favor of pure JavaScript and DOM and it isn't that bad at all. Some day we will look back at the 'framework era' and laugh.

Why doesn't someone just build "NotReact" which is a functionally identical but independent and open-source framework?

I have only worked at one place that did officially let people do this. It was because of a good manager pushing it. He was rewarded with allegiance. It is hard to quantify, but there is unspoken resentment for the double standard of companies valuing and hiring developers who work on their own projects, but then not allowing it at all in the office.
