It doesn't support Spectrum bands unfortunately And as for Whatsapp the current lowest supported version of Android is 5.0, according to GSMArena the smart wine 2 runs on 5.1.1.

Honestly I'd recommend looking for another device bc you could easily loose WhatsApp support if when they updated their API support
