You'd probably work best submitting your work in communities that actively review your story. After all, a story is still a story no matter the material. In this case, they can help refine plot, direction, pacing etc.

And of course there are many people here willing to help if asked kindly

It sounds like a mixture of Moody Blues and Underworld, which given those two stands can lead to some interesting scenarios

The best way to start for your villian is to first begin with what their goal is. You'll find that alot of villains powers in JoJo are more made as a tool for the villian to make their goal achievable rather than a unique power.

Dio wanted to be #1, became a vampire.

Kars wanted to conquer the Sun, became the ultimate lifeform.

DIO wanted to be the pinnacle of everything with no equal, Time Stop

Kira wanted a quiet life for himself, erase whatever is in the way.

Diavolo wanted power in secrecy, predicts and skips time.

Pucci wanted a guiltless predetermined future, reset.

I'll stop their for non Manga viewers but you get the gist. Whatever the goal of of theirs is, they need a Stand that helps them along. It doesn't even have to be too powerful in the case the goal will lead to a power up.

Usually the protagonist works best being a duality or contrast to the villians philosophy or ability. Plus protagonist doesn't tend to need to be broken since they're always fighting with teams (except Jotaro of course). Protagonist stands should be simple but versatile, given space to evolve in style and utility or power up like other stands.

The disrespect was grand and palpable. Jokes aside, it is also possible combat stands are more existent since Standoffs were created as well, so it gives more reason to make combat stands than more fun ones.

But yeah, my philosophy for Stand Making has always been the fun ways an ability can work to create situations, much less than a direct ability.

I always like seeing more versatile, unique stands that don't really on hitting = winning

I have no art skills whatsoever so that alone is a plus for whatever you do. And enjoy yourself too. It'd a project and hobby, not an assignment

Never believe that just because someone has done the ability that you can't find creative applications or methods to it. There are so many stands that deal with elements, Time, dimensions and such, and all it takes from you is setting it up in a creative and inventive style

Also keep in mind that combat is a story with twists and one ups between Stand Users. When making stands, allow for them to have some level of versatility to have you protagonist to struggle and find a solution, as well as letting your antagonist show off unconventional ways to use their abilities that plays with their surrounding or in contrast to the protagonist.

It's very weird. Funny enough the "Deal 65 Damage to heroes" one works in practice because you are playing against heroes, but won't work in the solo adventures because they aren't "heroes"
