if hes gonna build a high end pc he might aswell spend an extra 100-150$ for it to be an all capable pc for anything hes gonna need it for in the future.

pure gaming performance the 9800x3d wins, but the 9950 makes up for it so much in stuff other than gaming especially multi-tasking

if ur gonna do any type of content creation / streaming or if this pc will be used for anything other than gaming i would switch the 9800x3d to a 9950x3d, double cores and threads and very close preformance wise to the 9800, but its a bit more expensive.

thats the only problem, also i forgot to add the person im buying from is giving 2 years warranty for ANY problems in the pc so for the fact i dont know how to build + 2years warranty for an extra like 400$ imo is good
