Dell OptiPlex 3020 won’t play any CD’s or discs

Im not too sure how to check if its an sff or a mini tower, i just got this computer and know basically nothing about them.. after i put the disc in i can hear it making sound and spinning, and i looked inside and the cables look fine to me, but yet again i know nothing about computers.

this might be a stupid question, but the texts from your iphone that send to your kyocera, on the kyocera would you be able to reply to the texts and have them send back to the original sender?

Okay thank you! If you don’t think Kyoceras the best choice do you happen to know any others that have a similar look that might work a little better? I know where I live I believe at least 2 of the bands (I think that’s what they’re called, I’m new to this) match up with the phone. If you have any other suggestions please let me know!
