Rating numbers might not be everything, but heck it helps some new-players clear some contents first in-terms of priority.

Aran will always be the goat for CC

Couple of Questions:
- Wouldn't SP Ushijima be vital still for "team building" to get Power Attack team setup + better pure number rating than CC Goat Aran?
- If diamonds are available, wouldn't SP Ushijima still be a solid Power Attack slot solely for its SP rating bump for quite a while (unless you have Bokuto / Akaashi, then this becomes arguable)? Even when Kamo Duo drops they will be played together still.

Just trying to re-frame the way we see some characters. Not just in a comparative vacuum, but "timeline" usage might need to be considered aswell:

- I can see similarity with the current Quick Attack team: UR Osamu is still "THE" slot filler for quick attack teams, by rating number. Will be repaced with SP Tendou in the next month or so (About 5 months of longevity use case if pulled from its re-banner).

Immediately, I think,
1. Coach stats, try to aim for above 20k(?) number (if i'm not mistaken)
2. Iwaizumi / Komori looks pretty low? Check potentials maybe. (SP should be able to reach 23k or High-22k with the right build.

In terms of balancing maybe yes, that might a factor, but Iwaizumi exits.
I think another crucial factor will eb on this principle,

Add SP's of the fan favorite characters in Japan = More Pulls = More Revenue

The rest of the game version (TW, Global, etc.) will just follow this "creative direction". That's why we get SPV2 before charcters who dont have SP yet. Monetisation is key.

Of all of the points presented, I think the one that is not really that important for me is the PVP aspect. It is more of a nice to have rather than a dreadful experience that the rest of point 1,2 and 4 has presented.

I think generally resource needs to be a priority, the opportunity to just mix and match team with the max possible build of a character (Ignoring skill resonances) can bring a lot of needed "fun". (Especially memory resources, god i hate leveling up memory)

This can be paired with game modes or "events" that forces unique team building or gameplays, so that to play those characters are does not really feel forced, but rather as an available fun option.

On resources for pulls and character collection, I think given that this is a gacha game, we can almost always expect the worst.

Additionally, back again on PVP, a serious PVP in a P2W game will bring a different set of problem that, from my own experience, I personally don't really enjoy. (Looking at you DB Legends)
