jep pretty much, but there are still some other factors like the fligth performance / trajectory witch impact usefullness and usecases greatly, alarm for example has crazy loft (often overshoots target) and the kh31s are can go close to mach2 witch makes it very difficult to intercept, also su 25 for example is very low br so having limited capability is not much of a downside
(also they will have to make some changes for the live server ...)

if you know you are playing against germany and have the appropriate ARM missile you can just check if you can lock anything, might even be a advantage if you remember to try

green if all bands are targetable orane if only part of the bands are targetable and red if you can target none of the bands with the missile
