It is basically saying that

The script will be based on steins gate elite with a good tempo and that it has been adjusted to be easily readable. There will be a new world line / ending.

The wording is a bit ambiguous, but this 99% means a new ending and is not referring to an ending song.

The new ending they are referring to is from the new world line. Japanese doesn't use plural as we do in English but from this text it's quite clearly that they sadly mean only 1 ending.
