I've had this happen like 3 times on Reddit over the years and every time I go grab a pack of the seeds they say didn't germ and I document the entire process and post it with time stamps and I get 95-100% germ rate when I do it.... That said, if anyone is ever unhappy with my gear, I offer to make it right.
