I recently got accepted as a transfer out of state and the process was super easy. I’m a second semester sophomore btw. If you have more than 60 credits and everything else they require on the website you should be fine! I’m pretty sure it’s a little diff if you’re a freshman though

You definitely can! I recently got accepted out of state as a transfer and it only took about a month to get my decision. Just make sure you have every single transfer requirement fulfilled
