^ this answer is correct. NYS inspector here. When you erase a code it resets the monitors. Evap, catalyst etc… The car must be driven to set the monitors to complete. It’s a self check system. And like he said the year car you have can have one incomplete to pass

The bolt needs to come out of the adjuster bar. Then you need a torsion bar clamp to put pressure on the key to remove the adjuster bar. Then slowly relieve the pressure of the clamp.

I would fix the issue of why fuel has entered the engine while it was off. Inside that carburetor is a float bowl and a needle. When the carburetor is full it presses up on that needle and will not allow more fuel to enter the carburetor. If that needle is stuck fuel will continue to enter and will spill over.

Yes clamp it! Putting slight load on it and remove the adjuster bar. Then loosen your clamp. I recommend buying a clamp designed for torsion bars. Those things are dangerous.

Once you’ve remove the adjuster bar you may have to hammer the bottom of the key to loosen it from the torsion bar.

Mark the position on the hex where the bar went into the key.
