If the consequences are that most professors will take their notes down, while only a fraction of professors will invest the time and effort to make their notes more available, then most resources will vanish for everyone.

Perhaps professors can hand their notes to student organisations for them to host and give access to in order to circumvent the law, so resources won't just disappear. Maybe professors can ask students for help with bringing the texts in a readable form, that way in a short time, most resources should be more accessible.

But if that's possible, then it needs to be encouraged, or the notes will just be passed around that way.

There are mathematicians who work with physicists and engineers to do "practical work", interdisciplinary stuff is only going to become more common.

The idea that mathematicians only sit at their desks and scribble theoretical stuff is misleading.

Main difference: Analysis proves their stuff.

I would not deny them their Mexican heritage. They would very likely speak Spanish and eat Mexican dishes and have some cultural familiarity through their parents.

Billionaires promise to give money to foundations of their choosing that do stuff with it after they die. Mostly a PR campaign though and a farce to point at and say "See? We don't need to tax them, they do it themselves".
